Pursuant to M.D. Fla. Local Rule 2.02 ["Special Admission to Practice"] nonresident counsel, Roy Lucas, hereby enters his appearance as co-counsel in this matter. Lucas is a member in good standing of the Bar and U.S. District Court for the District of Columbia, and is familiar with the rules of this Court, as well as Eleventh Circuit practice and the specialized federal laws involved in this case. Lucas has previously designated Susan A. England, Esq., Fla. #0186081, who has been a member of the bar of this Court since 1977, recently renewed, and who has previously filed a Consent to Act. Lucas has endeavored to reach opposing counsel by telephone unsuccessfully, in compliance with Local Rule 3.01(g). There are no grounds for opposition to this special admission. Counsel Lucas has appeared in over fifty reported cases, within every Federal Circuit, and the Supreme Court on numerous occasions since initial admission in 1968.
